Director of the Namibian College of Open Learning, Namcol, Dr Harold Murangi, has expressed dismay over poor part-time learners turnout, as well as the results of the Junior Secondary Certificate (JSC) and Namibia Senior Secondary Certificate (NSSC) examinations in 2017.
