The Government is in the process of finalising the procedure for selection and appointment of board of directors of State-Owned Enterprises.
Public Enterprises Minister Leon Jooste said this during a breakfast meeting by PricewaterhouseCoopers on Wednesday.
The meeting was held under the theme: SOEs Catalyst For Public Value Creation, What Are The Lessons For Namibia?
Jooste said the draft procedure was currently with Cabinet, with proposals that every Namibian should apply to serve on boards of SOEs.
He said Government as shareholder in SOEs should appoint the right and qualified people to serve on boards, to fix issues in the organisation.
Jooste said there was a need to change the SOE culture to stimulate their creativity and drive commitment for change in them.
He called on young Namibians to serve on the boards and make their contributions to the development of the country.
Jooste said boards needed an understanding of the particular industry and to contribute to the work of the organisation.
He noted that 80% of SOEs' revenue finances unsustainable positions while some SOEs employed people without giving job descriptions.
Namibia has about 40 SOEs.
