The Electoral Commission of Namibia (ECN) says independent candidates are expected to register with the commission on 16 October.
ECN Chief Electoral Officer Theo Mujoro says the independent candidates' registration will be followed by parties submitting their lists of National Assembly candidates on 18 October.
He says the ECN will provide for registered Namibian voters in the diaspora to vote at the country's embassies in the countries, where they find themselves.
The commission does not decide when parties should start campaigning for elections and whether members of parties should register and run as independent candidates.
But he says the commission forbids campaigns within 500 metres of polling stations and has authority to stop an independent candidate from campaigning with colours of a political party.
He said the question of whether party members can run as independent candidates can only be resolved internally by their political parties.
