The second National Land Conference has identified issues such as access to land as a fundamental challenge to housing delivery in urban areas.
Some delegates say land and infrastructure development are expensive because service input is provided by the private sector with its profit-driven motive.
Participants feel this needs to be reversed in the interest of the masses, through revising the current public-private-partnership ( PPP) model, and involving the communities in question.
