Many Windhoek shebeens do not adhere to the state of emergency regulations

A number of shebeens in Windhoek are not adhering to the state of emergency regulations, despite the city continuing to record positive COVID-19 cases.
This include failure to keep contact registers, enforcing the wearing of masks, providing sanitisers at their premises and the use of fake liquor licences.
