Works and Transport Minister John Mutorwa says there is a need for a policy directive to allow people who cannot read or write English to be allowed to write learner's license tests in their preferred languages.
Mutorwa was responding to a question by Salmon Fleermuys of the Workers Revolutionary Party (WRP) in the national assembly.
Fleermuys wants to know why the process of acquiring a driver's license is only available in English.
His main concern is Namibians who cannot express themselves in the official language given the fact that the constitution provides them with a fair chance just like any other citizens.
Acknowledging the relevance of the question, Mutorwa says even though the constitution has placed English as the only administrative language, provision can be made through a policy directive to accommodate all Namibians to acquire learners' licenses in the language of their choice.
