The Windhoek Rural Constituency Councillor says progress has been made in developing Groot Aub.
Councillor Penina Ita told NBC News that much has been done to bring services closer to the residents.
She said bus and ambulance services, water, electricity, school and health facilities as well as proper roads are some of the services planned for the settlement.
With about 6 000 inhabitants, Groot Aub was incorporated into the City of Windhoek last year.
City officials serve the mainly farming community residents and refer queries they cannot resolve to Windhoek.
Ita said the residents come up with partnership proposals to the City and some of these proposals are approved.
She said since municipal cleaners were employed and started working at the settlement, environmental cleanliness also improved.
Groot Aub lies 60 kilometres south of the capital.
